What each upgrade appears to change
Portal upgrades are described as increasing clone summoning speed. Number of clones lets more workers run at once. Steal upgrades are used to reach stronger targets. These interpretations come from creator narration and interface moments, so verify the label and effect in your current client.
A working order for a slow loop
If the current target is already affordable, add clone count or summoning speed to reduce idle time. If the target itself is blocked, train speed and raise the steal requirement first. This is a practical route inferred from the videos, not an official upgrade priority.
